This BIOS is listed as Phoenix Award within setup utility. It is currently flashed with most recent stock BIOS 1.0.13.

Here it is: BIOS 1.0.13 with SLIC 2.1 table.

1) Update your BIOS using the dell supplied 1.0.13
2) Then, boot to DOS and use AWDFLASH to flash the attached BIN file.

Tested and working.
thanks for the BIN File this file rescued me from baying 2000$
