Request for Lenovo/IBM Thinkcentre A55 Model 8975-75G, CPU Intel E2140, Bios version: 2oj948a

Having a couple of issues, I did try and make my own Slic using Andy's tool, but pubkey didn't match.
Also for some reason even the original BIOS will only allow the CPU to run at a max speed of 800mhz instead of 1.6ghz, the same thing happens in Linux or Windows, the only information given is 600-800mhz if I run commands in Linux, tried older BIOS's and it's still the same, if I turn off GV1/GV3 in BIOS it will run at 1.6ghz but I lose Speedstep and uses too much electricity. I have had the CPU under load but it still will only go between 600-800mhz.
