Bios Mods -The Best BIOS Update and Modification Source

Please could somebody check if it's possible to unlock any option in the attached bios to undervolt the cpu?

I would like to use the old laptop (core2duo t7700) a a server but I don't need that much power so I would like to undervolt it, or lock the max freq.
