1. FSB multiplier (you mean, CPU multiplier?) is determined by the CPU you use. The higher the default frequency of the CPU (with equal FSB speed), the higher the multiplier.
2. If you mean lower than 2.20 multiplier - this is impossible via software and would reduce overclocking. So simply use a memory divider according your strap and you're O.K.
3. It's not possible to add boot for 4TB. You can use 4TB disks but only a EFI or EFI-like system can boot from them. BIOS cannot boot from such disks (unless you cut their capacity). Better use SSD for better boot speed.

Yes I meant Cpu multiplier but wrote it wrong.
