Slic 2.1 Request for Dell Precision 390

Original Bios Link: http://ftp.us.dell.com/bios/WS390-020600.EXE

This has been successfully requested twice before, but unfortunately the download links to these modded BIOSes have gone stale and they are no longer available.
My target OS is Dell OEM Windows 7 Ultimate x64, if that matters.
So I decided to give this a go myself. I downloaded the Phoenix/Dell/EFI SLIC MOD 2.59 program, got an ACPI table off my computer from RWEverything, and (supposedly) made a SLIC 2.1 BIOS with it. However, every time I try to run the BIOS update, the program crashes once I press the button to actually do the update. The message, which may or may not be helpful, is "The instruction at 0x004242b4 referenced memory at 0x00000000..."

I am running this in a WinPE environment. Does that make a difference? Or do I need an older/different version of the Phoenix SLIC MOD program? Not sure where to go from here...
