That BIOS already has HPQOEMSLIC-CPC 2.1 in it.
Have you tried installing the matching Certificate and Key ?.

It seems to be an AMI Aptio Bios not Signed !

So try this one (repacked as Original Bios Mod from DMAN999) , reflash running It as Administartor :
