This is a Bios backup or Firmware Dump by SPI PGM ?

yes , this backup bios by TL866CS Universal BIOS Programmer EEPROM from chip SPI bios .

Ok mate,
there are two ways :
1. HP DMI Tool
2. Hex Edit the Firmware file
the 1st is easy and quick as this Firmware are RSA Signed and We have to remove the
RSA from it !
Changing DMI area will not produce a Brick I think but not tested yet !
Look at this Offset address 0x04A520h :
