It's not clear to me.

I think here is an option step by step
1. Read the datas from BIOS chip (universal bios backup), I got a BIOS.ROM fileĀ - done
2. Insert XEON microcode into BIOS.ROM - I'm not sure it't done or not
3.a Convert BIOS.ROM to OCF
or
3.b Download the modded BIOS.ROM to EEPROM.
I'm not sure which way have to follow.

So, step by step instructions would be better to me.
Just "read the datas from BIOS chip (universal bios backup)". And post new result.

When you tried "bioflash /p6()" and "bioflash /p6" what result you received on the screen?

BIOS Microcode update:

Intel CPU. Searching for UpdateArea...done
Loading update file p6_INTEL.ALL....... done.
Loading update file p6_INTEL.TXT....... done.
We need syntax rule for option "/p6()" to insert any microcode, independent of the installed CPU. Something should be in ( ). Maybe CPU-ID & Platform-ID.

What should be written between ()?
I don't know now. Need to find it.
When you tried to boot you system with L5420 with native BIOS, can you boot up with Flash-BIOS diskette? Or enter to BIOS?
