Hello!  Graciously request SLIC 2.1 (HPQOEMSLIC-CPC) add to BIOS v1.14 (03/01/2011) for HP Compaq PINE ROW LGA775 mainboard (HP Pro 3000/3080).  Here are links to relevant files...

Upgrade to this (sp53695) bios, reboot, enter into the BIOS and load "Optimal Defaults"
Then re-make RWE report
I created the prior RWE table with the 1.14 BIOS, but I flashed again, loaded optimized defaults then dumped it again.  This time I did not zip it into 7z format I just uploaded as-is:

Flash from pure DOS (boot to pure DOS and run Flash1.bat.

OK done, it reports Windows is activated.  I ran MGADiagnostic and reports all is kosher as well.  Thank you!

Yes, SLIC controller is disabled (hidden) in v.1.14 bios
