CPU-Z also doesn't see SSE4.1 as an instruction. Thay may be because I'm running XP though.
Run Stress test in CPU-Z. Make a screenshot of first tab of CPU-Z during it.

Did you do Load Defaults in BIOS after flashing?

I reset the CMOS, and it said to press F1 to load defaults. I did that.
OK. Can you disable SpeedStep in BIOS?

No. I can only disable virtualisation and the like.
Well. Download Coreinfo, run it command line and post results.
And make photos of all pages in BIOS.
