A bootable flash drive was created by the latest version of Rufus. BIOS 1.60 was flashed with it without problems.
Do command dir and make a photo again.

You didn't read README.txt in sp51245.exe, did you?
You need to copy patch.opt and my U7F_0115.BIN !
Sorry, I'm to blame! I forgot that I had to follow the instructions from sp51245.exe and used sp73863.exe (this is for updating the BIOS).

Now I have to restart the computer, go into the BIOS and reset to factory settings?
And then insert X3363 and try to boot?
I Reset BIOS to factory settings. Rebooted and turned off the computer. Installed X3363 - no luck with the new microcodes ... Everything is the same as with the old ones.
P.S. I turned on the POST display in advance - the memory check does not even begin. There is no screen output at all.
Make new screenshot of regedit with your Pentium E5300.
And make new BIOS dump.
Universal microcode (for C2D & Xeon) was successfully injected into BIOS.
As I thought it's not microcode problem.
Have you POST-card and hardware programmer?
Did you test your Xeon with other motherboard?
