Hi, this board doesn't support any xeon of Socket type: LGA 2011-3
but other manufacturers like ASUS with X99 support them. 
Have Xeon 2699_v3 processor and would like to use it.

Did you tried to boot with it?
Tell sSpec of your Xeon.
Post screenshots of first (CPU) & third (Mainboard) tabs of CPU-Z with supported CPU.

Turned on the CPU with the Xeon Proc but no display
Used DDR4 8GB ECC Ram then with 8GB Normal ram but still no display
Switched my PC on without any ram but no beep for no ram error.
Xeon E5 2699v3 isn't supported. Will you be able to unlock it?
E5-2699 v3 & i7-5820K use the same microcode.
I think it isn't BIOS problem. Because it doesn't be loaded at all.
Try Xeon with only one QPI: E5-16xx v3
