Did you used BIOS settings as on last photo (with enabled SpeedStep and Turbo Boost)?

I did. And sometimes it will boost to 2900mhz or something like that but only for a second.
Show screenshots of ThrottleStop: main window and Turbo Power Limits (TPL).
And make screenshot of HWMonitor with full CPU load.

Sorry. It was too large for here so I uploaded it to the drive.
Bad news - I don't known the reason why this CPU don't run with full Turbo Boost speed for all cores - 2933 MHz
