I did some research, a lot of Optiplex's have a Service Mode jumper.

In case you [censored] up BIOS flash, enabling the jumper uses auxillary BIOS separate from main BIOS and allows machine to boot...

So, if you think Dell motherboard is dead, the try using Service Jumper.
