Unpack and run MOD.exe as Administrator (right mouse click - as Administrator).
Reboot, enter into the BIOS and load Optimal Defaults, reboot, boot to Windows, make new results.rar and upload it.

Probably something went wrong. Screenshot MOD attached. All anti-viruses are disabled, launched from the administrator. 

Perhaps the problem is that I have BIOS BIOS 219 and I gave a link to 223?

something wrong with your bios settings.
OK. try from pure DOS:  #4   https://www.sendspace.com/file/1br3dm
make a DOS bootable USB stick (FAT32 formatted, http://rufus.akeo.ie/), copy 3 files from DOSFlash folder to USB,
boot from USB to pure DOS and run FLASH.bat
