I found a cheap QX9300 and decided to throw it in my old Compal JHL90. I got the CPU running and added GTLREF to pin D22, but only 2 cores are running and I suspect the ACPI is not set up correctly for quad cores.

I dumped the ACPI with RW-Everything and I am confused because there are two ACIP sections, one with two cores supported, and one with 4. I have attached it below.

Does this ACPI support quad core? If not how do I mod it so it does?
Run msconfig.exe
Go to tab Boot
Click BOOT Advanced options button.
Make & post a screenshot.
I am away from the system and cannot make a screenshot, but checking msconfig to see if boot was limited to 2 CPU was the first thing I did. The checkbox was not set to anything.
