Here's my mainboard tab from cpu-z. [attachment=15051]

This BIOS improperly initialises 45-nm CPU. Also attached is the unmodded dump of my bios.
This BIOS hasn't support for 45-nm CPUs. I'll try to fix it.
Do Load Defaults in BIOS.
Then make and attach TXT report of CPU-Z.

Here it is.
Try to change CPU multiplier by ThrottleStop and test with CPU-Z bench.

Did you disable SpeedStep(EIST) in BIOS?

I have enabled EIST and have set it to Automatic. This shows:
