Disable Fixed CPU Ratio again, save and reboot.
Download RWEverything. Try portable version.
Go to Access->Command and run the command:
wrmsr 0x1ad 0x0 0x1b1b1b1b
Then go to ThrottleStop's folder and delete file ThrottleStop.ini and run ThrottleStop.
Make and post a screenshot of Turbo Ratio Limits.
And I need a screenshot of HWMonitor with full CPU load (in this case).

It crashed when run RWE.
OK. We've tried all simple ways.
I'm going to analyse BIOS assembler code.

Have you a hardware programmer?
I don't have any HW programmer. I plan by myself. Somebody suceeded on this cpu with tz75b. others on Asus z68, p67. There are more on z77.

not available. I download the screenshot from the forum. People are not so professional here.
1. Make DOS USB-stick (e.g, by Rufus).
2. Download AMI Flash Utilities
3. Extract and copy files from amiflash\Aptio\afudos\afudos.zip\AfuDos\ to USB stick with native DOS
4. Boot from bootable USB stick with native DOS
5. Run
afudos BACKUP.ROM /o
Zip file BACKUP.ROM and attach.
From MS-dos.
I also notice that the windows install E3 driver for the cpu.
