And also show screenshots of ThrottleStop (main window & TPL).

I think you have Windows 7,
Please install VMware CPU Microcode Update Driver.
Make new TXT-report of CPU-Z after it.
Than test CPU load again.

Alas, under load the laptop also reboots
So it's not BIOS problem.

What are the other options? Everything works perfectly on the HP Pro 4540s laptop
I think the reason is a wrong installation of heatsink or/and a wrong type of silicone thermal pad.
