Thanks anyway for the support @DeathBringer
Is there any way to verify if inside this BIOS are included the correct microcodes ?
Look at your photo:
Microcode with version 0x27 (latest) successfully loaded by BIOS.
Solved the problem by updating ME Firmware to latest version, thus adding support for the 2014 Haswell CPUs like the Core I5-4590.
Download link (HP Support Page):
https://ftp.hp.com/pub/softpaq/sp66001-6...p66072.exe

Installation by command prompt (see included textfile)

I've just tried and... yes it works perfectly with the i5-4590 ! I was near to sell this computer due to this problem.

I was not able to see this update because I had selected "Windows 10" as operating system in the support page BUT the ME Firmware update it's available for download only for previous operating systems.

Hope this solution will help other people with the same problem.

A big thanks to you @johannes.jeschke

Unpack two files: ME Flash\Local-DOS\FWUpdLcl.exe and ME Flash\9311487n.BIN
Copy them to DOS USB stick
Boot from it and run:
FWUpdLcl -f 9311487n.BIN
Power off without rebooting, disconnect power cord for 5 min.
Then power on.
