Download RWEverything. Try portable version.
Go to Access->Command and run the commands:
wrmsr 0x199 0x0 0x00004A25
rdmsr 0x198
Show a screenshot of results.
Then go to ThrottleStop's folder and delete file ThrottleStop.ini and run ThrottleStop.
Make a screenshot of ThrottleStop (main window) with running TS Bench.
I forgot to write, after the PC is finished, the fans continue to work on the computer
Try to set PowerdownAfterShutdown = 1 in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurentVersion\WinLogon

where is the ThrottleStop folder located?

there is no WinLogon file in the Windows NT \ CurentVersion \ folder

I don't know where you installed it.
