Make bootable USB-stick with Intel BIOS Implementation Test Suite. Note: use syslinux to make it bootable.
Boot and press for a command line. Then type:
rdmsr 0x198
and show results.
BTW I used small old version (295).

just in case, I execute a command below for flashing BIOS every time

You can use custom OS loader. Or patch MBR or boot sector.
custom bootloader for Windows? Even linux grub gives control to windows loader to boot it.
I dual booted to debian, and /proc/cpuinfo also shows 598mhz.
Does it mean debian also can't determine and load microcode to recognize cpu correctly?
Maybe you have an example of custom loader?
