Bios Mods -The Best BIOS Update and Modification Source

Hi , 

I have a Rampage V Extreme board with a finicky Xeon E5-2650v3

RAMPAGE V EXTREME - Support (asus.com)
Intel® Xeon® Processor E5-2650 v3
Mem is DDR4 - 3200 .... but speed comes nowhere near or it crashes....

It will run on standard settings , but when playing Fortnite is occasionally crashes.
I can't up the clocks, it unstable as it is , anytihing over 103 will crash windows...

Last resort : All core turbo unlock ?  

Any updated unlocked bioses available for this board ?

Also tips for bios settings (like voltages) very welcome !
