Hey,
I recently bought a OEM Q45 chipset motherboard (Q45M02S1 from Samsung Desktop Systems) very cheap. I want to use it for Proxmox and so on. So I installed a Network card from HP NC364t in PCIe x16. But it is not been detected by any OS I run on it not even on Windows. Firstly I tried to tweak the bios settings and downloaded the drivers for it in windows but still nothing. The card is working on other motherboards. I took my motherboard to repair shop, they diagnosed the motherboard and everything was ok. Additionally, on boot the leds on NIC turns on for a sec then turns off. I think the problem is in the bios as OEMs blacklist pcie devices in bios. I need help from you guys so I can unlock the bios on this motherboard.

Things I already tried,
I tried to dump my bios from ME System Tools v5 r2 but error is occurring (Error 51: Initialization of PMX utilities failed. Unable to continue.) I tried other versions too but same thing.
Then I tried to make a backup of the bios with 'Universal BIOS Backup Toolkit' and got a .rom file (which I am attaching a link to that in this thread). I tried to open and modify the file with different tools but can't open it.

Additional Information,
1)The bios is on Legacy mode and cannot change it.
2)I tried to run the file on ME Analyzer but only displays “File does not contain Intel Engine firmware”.
3)In HWiNFO its showing BIOS Manufacturer : Phoenix Technologies (I am attaching the snapshot.)

I am determined to make a bios mod for it but I need help from you guys please!!!!!
