Forget about IO port, I've found that 0x8B8 port is used by Diagnostic Indicators. So I need they status when warning about processor on the screen.
And I still need values of MSR with addresses 0x198 and 0x1A1.
MSR tab doesnt work no matter what i try Sad
What's about Diagnostic LEDs?

Diagnostic LEDs for the OptiPlex series (2009 to 2012)
With this series, the diagnostic LEDs changed to include a combination of the Power button LED state and the diagnostic LED indicators. The Diagnostic LEDs remain 1, 2, 3, 4, and placed on the front of the unit. You could identify these system by their flat black and grey front face.
1 2 and 3 are lit green. 4 is not visible. the power light is also green when the incompatible processor warning comes up.

the dell manual has this listed under "Another failure has occurred."
OK. Try older version of RWEverything to get value of MSR with addresses 0x198 and 0x1A1.

Press CPU MSR registers button, press User list button or F5, type a=0x198, press Add, type b=0x1A1, press Add, press Done.
Post values of MSR with addresses 0x198 (IA32_PERF_STATUS) and 0x1A1.
