Bios Mods -The Best BIOS Update and Modification Source

Can the VT-d in the BIOS be enabled in this bios ?

While i can get the bios file out of the exe its not oepning in any of my tools

and Dell usually ahve their own unique format to their bioses

This is Dell BIOS. It based on Phoenix but a bit different though.
