I tried your mods. In both cases, flashing was OK and I can see the BIOS version changed, but SLIC_dump_toolkit can't find SLIC table. I am really not sure what went wrong.
I am sorry the result is still the same: SLIC_Dump_Toolkit can't find the SLIC table. I do have a observation, though, that Biostar offers different versions of BIOS on their US website and China website, with the same MOBO model. Don't know why. Since mine was bought in China, can you try this link to see if it makes any difference?

Unfortunately the last mod still doesn't work. SLIC_Dump_Toolkit still can't find the SLIC table. I am running SLIC_Dump_Toolkit in Winxp. Does that matter?

I am very sorry to say that I just found it was my fault. My old winxp installation somehow got crewed up and thus SLIC_Dump_Toolkit failed for some reason.
Today I managed to reinstall OS, and then SLIC_Dump_Toolkit found the SLIC table immediately!
However, for 64bit OS, it seems that only Biostar_TA690G_AM2_R69AM828_DELL_SLIC_2.1_ISA.rar works. Below is the BIOS setting change required for 64bit OS:
