That BIOS already Has an HP SLIC 2.1 as shown in the RW Everything Report.
You just need to Install the HP Certificate and Key to Activate Win 7.

Still the Bios is locked up tight. Nothing to see in the settings to enhance performance. Anyone help with that? Is it possible to unlock the bios further?
