Is it possible to mod the bios of a Shuttle SD36G?

There was nothing to unlock really, but I don't understand what you were hoping to gain. According to the bios they're CPU clock settings, voltage settings and ram timings, don't know what else you were hoping for.

Is it possible to add SLIC 2.1 in order to activate W7?
