Have you a hardware programmer (like CH341A)?
Try remove CMOS battery for 10 min.
Then enter in BIOS and load defaults values.
Save and reboot
Any changes with SSE 4.1 after it?

Results:
- there are no sse4.1
- we solved problem with cpu fan speed - it is minimal, but before this manipulation it was max.
Try to flash BIOS by
Recovery BIOS Update->Recovery with USB device. To locate
BIOS Configuration Jumper use motherboard's manual.
After successful flashing make new screenshot of
regedit.

It's strange, but i cant recovery it by USB.
CPUs red leds are lightning on the board, maybe i must to install the second cpu?

I have done Recovery to 1353 with USB only after installing the second cpu.
Bad news. Injected microcode (by CHECKUP7) wasn't overwritten.
I saw.
Maybe i can do someting by hex editor?
