Well, we can try recovery mode or and more safe, you can try external eeprom programmer, for that you'll need about $20 on materials from ebay and no knowledge of hardware, only disassembling the notebook.

Model: Dell Inspiron 15R (5537, Mid 2013)

Bios:
here.
Security and main tabs are kinda useless, so yeah.
Insyde 20 (as it shows in the pic).
I wonder if its possible to unlock all the power options (especially related to intel/amd), if everything's ok, Im willing to donate. (yes, I'm that desperate
)
EDIT: Tried doing it myself, but its impossible for me. Here's something that could save up some time:
this.
Hi,
Did anyone had any success modding the A08 BIOS for Dell 15R 5537.
BIOS Link:
http://downloads.dell.com/FOLDER02169988M/1/5537A08.exe
Laptop Model: Dell 15R 5537
OS: Windows 10 Pro X64.
The current BIOS has very basic tabs which do not allow a lot to be done.
I am specially interested in the Advanced and Power tabs if they are present at all.
I did try to follow Donovan's method of editing the BIOS file and reached till the stage where we can see graphs for jump statements.
Unfortunately after that it became a bit too complicated for me.
I have, since then managed to create a version using Phoenix SLIC Tool 266.
Original archive installer: 5537A08.exe
Modded installer: 5537A08_SLIC.exe
Should I try flashing with this executable from within Windows?
Has anyone flashed this laptop Bios with the above mod successfully.
In case something goes wrong with the flash, is there a way to recover without having to open up the laptop and reprogram the BIOS Chip externally.
Appreciate your help and guidance with this.

Run this tool as Admin and post result

I unpacked your stock bios archive and found no bios images, may be it is hidden.
So use this tool and save dump

Hi,
If you extract the exe with winrar, you will find the BIOS image "me.bin"
I could not find any file at the first link you gave:
https://www.sendspace.com/file/oothlx
I tried the BIOS toolkit kit ver 2.0, it says it cannot identify BIOS.
If it helps, it's not really a BIOS, but an UEFI actually.
