Did you do all preparatory commands?
Try do it now with --reboot key.

So it's flashing tool's problem.
Did you use bootable USB/DVD with
recommended build of xubuntu-16.04.6
?

xubuntu 16.04 is being used, but it is installed on a spare hdd, not running from live.
