Please test again but record the time (in seconds) when CPU run with full speed.
It was around 29-30 sec or maybe even 28 (which is i think the stock value? i think)

Reboot and record time again.
before I apply your last command I have to add that I disabled intel DPTF in device manager and i reached 41-42 seconds. Do you want me to apply your last command?

Enable DPTF in device manager.
Run

Reboot, run CPU-Z and HWMonitor.
Start Stress CPU in CPU-Z, wait for 28-30 sec, make a screenshot of HWMonitor and then stop benchmark.
Then run
setup_var 0x311 0
Reboot, run CPU-Z and HWMonitor.
Start Stress CPU in CPU-Z, wait for 28-30 sec, make a screenshot of HWMonitor and then stop benchmark.
