1. You can't directly control fan speed on bios ,on laptops platform it was controlled by EC. You only can do is set a temperature trip point to limit fan speed percent. Below is we can see Thermal Configuration and you could change them ,but i'm not sure if it will react to reality.
2. Do cpu undervolt via ThrottleStop or Intel XTU is more safe for you.
After advanced menus unlocked ,you could attempt to disable "CFG Lock" and "Overclocking Lock" and enable "XTU Interface" to activate ThrottleStop or XTU.

I understood that I suppose to use "-f" argument when using FPTW, but it asks if ME is disabled or not. Should I ignore the issue?
