Bad news. It's not microcode issue...
1. Run RWEverything and go to Access->Command
Type a command:
wrmsr 0x1a2 0x0 0x650a00
wrmsr 0x1b1 0x0 0x1

2. Make new screenshot of CPU MSR registers, User tab, not Command window.
3. Go to ThrottleStop's folder and delete file ThrottleStop.ini and run ThrottleStop.
4. Make a screenshot of main window of ThrottleStop.
Here the results.

 Seems something is hardcoded. Is there any way to disable cpu temperature check on bios only?

I think so. But you need to learn how to use Read Universal in EFI shell.
Run RU.efi and press ALT-= to open list of UEFI variables.

Change first(!) 5A 5A to 00 00 and change 5D 5D to 00 00.

I did save the new values and reboot then shutdown and start the server but seems the same result. Its attached Sad
I also have tried this but it didnt work.
