Run RWEverything and go to Access->Command
Type commands:
wrmsr 0x1a0 0x0 0x840081
wrmsr 0x199 0x0 0x1000

Go to ThrottleStop's folder and delete file ThrottleStop.ini and run ThrottleStop.
Run TS Bench and make screenshot when it's not complete yet.

Then run RWEverything again.
Press CPU MSR registers button, press User list button or F5, type g=0x19a, press Add, press Done.

Seems this processor is doomed. I am beginning to feel like there is no way unlock this freq cap.

for any other who wonder why 6126F don't work on that X11DPT-PS.
Supermicro has dropped OmniPath Fabric support on boards manufatured after juli 2018.
In the F type processor are two DIE, the CPU-DIE and the Fabric controller-DIE(Intel Corporation Omni-Path HFI Silicon 100 Series)
The Fabric controller (CD=companion die) is not powered anymore.
If you try a F CPU on a non supporting mboard you will get the following issue:
does not work at all.
one or both CPUs, were running at 700MHz or lower.
