You should try extracting the exe with 7-zip. If not, I'll do it for you...

Hi, i have a huge BIOS loop problem. The blue LEDs and the fan work for 1 second and this goes into a loop. power off & power on. 
Would you please send me the files too?

Hi friends, just to help all of you who want to get the Firmware working fron the Eeprom by the SPI Programmer ...
First thing to do anyway is a Firmware Dump tho get a copy of it to recover the laptop, then we can Rebuikd it if there are errors.
So the Firmware is long 4 MB and Bios is a Region of it and is 2 MB only , all these informations there are opening the FW by UEFI Tool
(CodeRush gave an arsenal to modify and recovery all, many thanks to him), then the Stoc Bios file is longer than Region file, so we
have to truncate or remove the fisrt 10000 bytes from the start address 0x000000h to 0x00010000h so you will get a file long 2048 kb.
Thats it we get the Bios Region to replace into our FirmWare, so using UEFI Tool open the FW and select the Bios Region , then right clik on
it and choice "replace as is" , get the Stock Bios Region and insert into FW replacing the older, choice "Save as" and rename it as FW_New.bin
It' is ready to flash again into Eerpom and try to get laptop working now.
If your FW has many issue, then try to find on line a version for your Motherboar or laptop model, buy it if it needs and then Flash it to
check if it work.
Anyway the replace is always possible as well as to change others regions of FW.
Further it is possible to unlock the Descriptor , look here :
