Advice wanted on Dell bios gen7 -> 9

Have skylake-x CPU, I9-7900x (gen7) and considering replacing with gen9 such as (picking one at random) I9-9980xe

My Dell AREA-51 chipset is x299 and BIOS is R4-207.  Motherboard is made by MSI.  There is no support for any CPU other than gen7.
MSI has their own x299 motherboard which supports gen9.  I compared the two bios using Aptio MMtool as shown below

There is an identical Intel microcode with CPUID 652.  I am guessing I can extract the microcode for the I9-9980xe and insert it into the Dell rom if I knew which one it was.  My I9-7900x is CPUID 654 by using wmic.

I cannot find a clear way to lookup CPUID to find the CPU model.  Best I could do was review some of the Microsoft intel microcode release documents and try to identify any of the CPUIDs.

Is there a lookup table for the following CPUIDs where I can find the CPU model?
0652
0654 
0657
06E8
06E9

Possibly I could replace all the ones in the Dell with the MSI code?

Another problem:  When upgrading my bios, the firmware flash utility in the Dell bios read the executable program, not the ROM file.

I obtained the rom file by executing the command:
Alienware_Area_51_R4_2.0.7.exe  /writeromfile

I will have to find another way to write the ROM file in to the bios chip as I suspect it will be looking for the .exe to read.
A user over at the Dell forum already tried an I9-9980x on the same system I have and it did not work.

Then the R4 motherboard does not support the gen9 CPU as was reported in the Dell forum.

I did a binary compare of the ROM r4 and r5 bios and found they were the same. Since the r5 supports that CPU there must be some difference in the motherboard to prevent the newer gen chips from working.
