Badcaps forum bios file download not possible - have the rules changed

Hello. Because i am not able to find a specific bios mod or file here on the forum but it seems to exist on badcaps, it made sense to me to register there and download it instead of requesting it here. 
After registration i got automatic PM message explaining me the rules what i have to do to download files. I had to post one single forum post and wait some time.
I have now written more then 5 forum posts and wait some weeks. But still no download possible. I send the admin a PM, but never got a reponse. I opened in the lounge section a forum post, but this got deleted without a response.

This is strange. I just try to download a file. Have the forum rules changed in the badcaps forum and they have forgotten to change the PM message new users are getting?
