HP not powering off/not restarting, how to downgrade bios?

Hello,
 I have an HP Probook 4530S and after bios update to F61 somehow i noticed it does not power off/restart anymore, it can only be done by the button.
By the way i have windows 10 pro and in some forums they said there is an issue with win10 pro and power options but this happened to me even trying to restart mini xp/7 from hiren's boot so i think it can be a bios issue.
can anybody show me how to downgrade easily?

power off, press windows + b + power on button for 3 second, push off. wait. caps is lighning - thats restore process.
