hardware specific fast boot bios

Hello, I'm new here. I want to make a fast boot netbook, and one of the things that slows down all PC's is the presence of a bios that always runs hardware recognition every single time you boot. As a result I usually throw my laptops and desktops in sleep mode whenever I am not using them, but I was wondering if there is way to program a hardware specific bios that does not need to waste time running hardware recognition, and what would be involved in this process.

I'm actually surprised there is no tiny dedicated chip that contains hardware information and only gets updated by running a script through the bios menu. Most people don't touch their computers' guts, and the ones who do would have no issues running a tiny script from the bios menu every time they update their hardware.
