pc components temperature

i heard alot of talking about max temperature, and not to go above x temperature.
generaly all components have a certen lifespan.for the sake of argument let's say that i do not want to buy a new pc every 2-3 years, like every company wants us to.

so what would be the ideal envoirement so that the elecreonic components (cpu/gpu especialy) could last as long as possibly?

ex: the cpu produces heat.if it is not dealt with, it would heat up until failure.what creates more damage: keaping it at a constant temperature all the time, or fluctuating every 5 seconds by 5-10 degrees, even if cooler?
assume 60c is preaty good temp fol a long lasting cpu/gpu theese days.let's start from here.
