Lenovo ThinkPad E480 BIOS MOD CPU Throttle

I have this E480, which the Charging port is type C

it broke and I tried replacing the port the type C chip, but nothing helps

so i put old DC Jack with 19v

everything works and charging the battery

but as long as I plug the charger the CPU drop to 0.8 Ghz

with battery only no problems

I think it doesn't get the PSID from the charger, so it doesn't recognize the charger and drop the CPU speed

when using ThrottleStop app and enable Speed Shift EPP, CPU speed goes to normal 

is there a way to modify the bios to make it permanent, without using the app?
