No.
  1. Now run HWMonitor and CPU-Z.
  2. Launch Stress CPU in CPU-Z.
  3. Make a screenshot of HWMonitor
  4. In addition run FurMark
  5. Make new sreenshot of HWMonitor
  6. Stop all tests, close FurMark, HWMonitor, CPU-Z and publish results screenshots.

As soon as it hits 12W , power limit throttling kicks and again 6W limit. 
Screenshots attached.
Also I previously changed TDP from 5.75 something to 6W using intel XTU (when this pc was new).

Good. Go to TPL(ThrottleStop) and change Package Power Long from 6 to 15. Press OK and close ThrottleStop.
Run FurMark and Stress CPU in CPU-Z simultaneously again.
Make another screenshot of HWMonitor.
BTW: I need to see only Temperatures, Powers, Clocks nodes in CPU and Clocks in GPU.

Just installed intel XTU and wooooooooowwwww 
I can change the TDP to like 999W. 
But I should change it no more than 15 watts as you said.
Do I need to uninstall intel XTU and only use Throttlestop?
Or XTU is also fine? As It is more user friendly to use.
Please recommend. Thanks
Also XTU works after shutdown or restarting the pc, Does Throttlestop also works that way or it will reset back to Normal TDP after every restart or shutdown? Thanks alot

We make only half of work. I need requested screenshot. ThrottleStop was used only for tests. Unload or uninstall XTU now.
