Do that again, with another instance of CPU-z open so we can see main CPU-z window showing CPU speeds at same time stress test is running.

This BIOS improperly initialises 45-nm CPU.
Make new thread in CPU Support Upgrades section with a screenshot of third (Mainboard) tab of CPU-Z and attached unmodded dump of BIOS.

Thanks, yes that is not good. Have you cleared CMOS and loaded optimal after that initial BIOS update? If not, do that now, then go back to BIOS and load optimal defaults again, set SATA how you want, and disable all the speedstep stuff. If that does not help, hopefully DeathBringer can tell you the cause of the issue.
