Yes, in most cases. There are some different methods for this purpose.
Adding microcode doesn't add support for new CPU.
But if BIOS already has necessary support then CPU can somehow run without any microcode.

I've put two SL8MA processor! I think that only one Works. You need to add the microcode.

Make DOS USB-stick (e.g, by Rufus), download and unzip all files for the modded version of CHECKUP7 to this DOS USB-stick.
Download microcode for your new CPU, rename it to PEP.DAT and copy (with replacement) to this DOS USB-stick.
Boot from this DOS USB-stick and make a photo of the screen with results.

Post a screenshot of regedit with expanded key HKEY_LOCAL_MACHINE\HARDWARE\DESCRIPTION\System\CentralProcessor\0
Then try to boot:
1) with empty primary socket and SL8MA in secondary socket
2) with old Xeon in primary socket and SL8MA in secondary socket
3) with SL8MA in primary socket and old Xeon in secondary socket
Describe results.

Test Results.

Test 1: Does not start.
Test 2: It starts, but only the old processor.
Test 3: Fans and hard drives start, the machine does not.
