Can someone mod this bios to unlock all features like OC, Voltages, Fan control etc.? 
Also can I have graphical bios on this mobo? I heard it supports EFI and idk difference between EFI and UEFI.

No, there is no UEFI BIOS for Gigabyte H61, unless you see one listed on your motherboard BIOS download page (Doubt it, I think they only did P67/Z68 and onward)

Please show me image of your BIOS page that has the CPU freq settings (MIT Page), scroll up and down so I can see all settings visible to you.
And your health page of BIOS too. From what I see, it looks like all settings for OC, voltages, and fan are already visible to you.
