The CPU support list for this BIOS is unusual. Phenoms are supported up to and including 9750; the 9850 and 9950 are supposedly not supported. Would they (and possibly some AM3 CPUs) be able to work in this board?

This board has limited overclocking controls. Is it at all possible to enable voltage controls on this board? My CPU has a lot of headroom, but I can't overclock it beyond 3-400MHz because I can't increase the voltage.

Interesting BIOS for sure. There aren't any voltage controls in the BIOS, but from the AGESA rev that is in the BIOS you should be able to run the Phenom II chips as long as they are 95W CPUs.
