HP A1640N CPU SPEED ONLY 466MHZ?

Hi I have an HP A1640N and I updated to v3.17 above and now it gave me Intel Xeon L5320 Support.

Yet CPU Speed is 466MHZ just 66.6 x 7 = 466

It's supposed to run at 266 x 7 = 1866

Can you mod the bios to properly support full speed on the L5320?
