Lenovo z510 i5-4200m to i7-4700mq upgrade ( it won't boot with new cpu )

Hi,

I have a lenovo z510, with core i5 4200m, i wanted to upgrade to a core i7 cpu, so i bought a core i7-4700mq, unfortunately when the new cpu is installed the laptop won't boot at all, the power led turns on for 1 second, the fan spins for a second, then all off. Switching to stock cpu solves the issue. I reinstalled the new cpu several times, i cleaned all pins thoroughly, i tried without battery, the power led lights up a bit longer, but screen is always off, no signs of life. I searched internet all night yesterday, i found very few posts with the same problem and most were lenovo ideapad. My laptop is called "ideapad z510". 

In the manual the core i7 4700mq is listed, but as a 37 watts cpu, so it it must had beed a typo maybe?. Since the same laptop was sold with a core i7 4702mq config. I am still confused since some websites listed this laptop with a 4700mq cpu. 

 please help me troubleshoot the problem.

Post a screenshot of Mainboard tab of CPU-Z with supported CPU.
And make a photo of laptop's motherboard near a socket.

I hope these are clear. I am not sure what you're looking for exactly in the motherboard, so if you need more photos please let me know.

I attached photos of both cpus too. And i am using latest bios version v40 for my laptop.

edit; i was searching the forums and found this thread. could it be something related to intel ME driver as it was the case for few users ?

So i have been messing around following advice and posts from the thread i quoted:  my laptop model is different, but still a lenovo

1. I updated my ME driver to ME 9.0 1.5MB v9.0.31.1487.
===> Result: still same issue, laptop not booting with core i7 4700mq
2. I tried updating to "9.0.31.3488_5MB_PRD_RGN" but the installation has always failed, saying " failed to update due to incorrect file length".

Any other suggestions? is it safe to flash ME 9.1 small size version?

1. i am not very sure where that is, do i have to take off the cpu for it to be visible? please check the imgur link i shared above.

2. Here are the new results of the MEInfo

3. on HWInfo64, the MEInfo is showing mixed results as if there are remains from the older version, i added a screenshot as well for you to examine.

It's a leap of faith, i bought it from a guy whose laptop's motherboard had suffered water damage. But the cpu side wasn't affected and it looks physically in perfect condition. I have been looking for such cpu for years, obviously i am broke else i wouldn't waste  hours researching and trying to get this to work, it seems id have to save and buy a new laptop after all.
